The Heads of Government and State, gathered at the Special Summit of the Americas in Monterrey, Mexico, on January 13 – 14 2004, adopted the Declaration of Nuevo Leon. This Declaration reflects the priority given to three objectives which are interdependent and closely related to each other: growth with equity to reduce poverty, social development and democratic governance.
