Cooperation Fund of the Inter-American Network for Labor Administration (RIAL)

RIAL Cooperation Fund is created

The RIAL Cooperation Fund was created in January 2007 with the purpose of financing cooperation activities among the Ministries of Labor of the Americas , making it possible for them to share and analyze practices, receive technical assistance and strengthen their programs and initiatives. The activities funded should have been identified and negotiated directly by the Ministries involved.

The Fund, through an open call for proposals, covers travel expenses for representatives of Ministries interested in participating in either on-site or expert visits. On-site visits allow participants to get first-hand information and observe in the field the operation of a certain program or management process, or understanding a successful practice directly in the implementing country. The experts visits, on the other hand, are technical assistance activities undertaken in the country that is requesting such guidance.

First Call for Proposals

The First Call for Proposals of the RIAL Cooperation Fund was opened from January 25, 2007 to March 15, 2007.

In this First Call for Proposals, 28 applications for funding were received, of which 9 were complete, and 5 were selected. The details on the 5 activities selected are described below:

•  On-site visit from the Secretariat of Labor of Dominican Republic to the Ministry of Labor, Employment and Social Security of Argentina

Theme: Labor conciliation
Place: Buenos Aires , Argentina
Date: May 29 to 31, 2007

•  On-site visit from the Ministry of Labor and Social Security of Costa Rica to the Ministry of Labor, Employment and Social Security of Argentina

Theme: Alternative resolution of labor conflicts
Place: Buenos Aires , Argentina
Date: June 4 to 6, 2007

•  On-site visit from the Ministry of Labor, Employment and Social Security of Argentina to the Ministry of Labor and Employment of Brazil

Theme: Labor Inspection in maritime and fluvial activities
Place: Brasilia and a port city to be defined, Brazil
Date: To be defined

•  On-site visit from the Ministry of Justice and Labor of Paraguay to the Ministry of Labor and Employment of Brazil

Theme: Re-organization of the ML of Paraguay
Place: Brasilia and Sao Paulo , Brazil
Date: To be defined

•  Experts visit to the Ministry of Labor and Promotion of Employment of Peru from the Ministry of Labor, Employment and Social Security of Argentina

Theme: National Plan for Work Regularization (addressing the informal sector)
Place: Lima , Peru
Date: To be defined

This first call for proposals had two sources of funding:

1) The OAS, using resources provided by HRSDC for the RIAL.

2) The ILO, using resources from the USDOL-funded ILO project to support the IACML.
