The Trade Section of the DTT supports the efforts of Member States to promote economic diversification and integration, trade liberalization, and market access that can lead, through expanded market and investment opportunities, to enhanced economic development, job creation, and poverty reduction.

Courses:

  • Masters Programme in International Trade Policy (MITP) at the University of the West Indies (UWI) (Cave Hill Campus, Barbados). Ongoing since 2004. Funding: OAS, UWI, CIDA and USAID. http://www.cavehill.uwi.edu/tradepolicy/   

  • Four-week Certificate in International Trade Policy for government trade officials and private sector representatives. University of the West Indies, Cave Hill Campus, Barbados. February 6-March 4, 2006. Funding: Proinvest. 

 Support to CARICOM Trade Negotiations:

  • Seminar on the Economic Partnership Agreement (EPA) Negotiations between CARICOM and the Dominican Republic (CARIFORUM countries), and the European Union (EU). November 9-10, 2006. Barbados. Funding: World Bank, CIDA, and the EU. Organized in partnership with the Caribbean Regional Negotiating Machinery (CRNM), the University of the West Indies and the World Bank.

Competitiveness: 

  • Critical Pathways Programme for the Small and Medium Enterprises Sector of the Caribbean – Phase I – Awareness Building Workshops. In cooperation with the Caribbean Association of Small and Medium Sized Enterprise Inc. (CASME) Funding: CIDA.  

  • OECS Investment Facilitation Program-Creation of “One Stop Shops.” To assist in creating a facilitating environment with respect to the administrative processes and the provision of information for investment promotion. Funding: CIDA. 

  • Dominica, St. Kitts and Nevis, and St. Vincent and the Grenadines: Identification of administrative procedures for investment. 

  • Antigua & Barbuda - Creation of the new Investment Authority (collaboration between OAS and FIAS – Foreign Investment Advisory Service – World Bank) (March 2005).

  • St. Lucia - Restructuring of St. Lucia's National Development Corporation (the country’s investment promotion agency (April 2005)

  • Grenada – Operations manual improving Grenada Industrial Development Corporation’s (GIDC) One-Stop Shop services was prepared under the CIDA-OAS project. Installation of an investor tracking system at GIDC providing on demand investor facilitation services. (May 2005). 

  • Seminar on Reaping the Benefits of the Caribbean Single Market and Economy in Services.  March 14-15, 2006.  Castries, St. Lucia. Funding: CIDA.

  •   Workshop convened on Diversification of the Agricultural Sector: Developing Local Agro-Business for the Tourism Industry. St. Kitts and Nevis. March 14, 2005. Rapporteur’s report and template prepared.

  • Workshop on OECS Readiness to Participate in the Knowledge Based Economy (Support the development of the agenda and the convening of the Caribbean Internet Forum). Barbados. October 4-5, 2005.  

Haiti

  • Pre-Mission to Assess the Trade Capacity Needs of Haiti. October 2-4, 2006. Port au Prince. Funding: OAS.  

 Workshop on the Use of Services Statistics in International Trade.

  • Antigua and Barbuda, July 21-22, 2005. Funding: CIDA. Organized in cooperation with the CARICOM Secretariat, the Caribbean Regional Negotiating Machinery, ECLAC, the UN Statistics Division, US Bureau of Economic Analysis and the OAS.

Workshops on Trade and Development and Smaller Economies:

  • Workshops on Operationalizing the “Treatment of Differences in Size and Levels of Development” for the OECS. March 21-22, 2005. St. Vincent and the Grenadines. Funding: CIDA.

  • Workshop on Trade and Development at the Multilateral Level. Barbados. January 26-28, 2005. Funding: CIDA. 

Impact Studies of Trade Liberalization on Key Economic Sectors:

  • Study commissioned - An Assessment of Services Exporting Potential for the OECS Member States (completed in May 2005).  Funding: CIDA. 

  • Study commissioned - An Investment Attraction Strategy for the OECS:  Facilitating Increased Investment Flows to the Region (completed in March 2005). Funding: CIDA. 

Transparency: 

  • Development of the Caribbean Trade Reference Centres. To facilitate easy access to information on the topics addressed in trade negotiations and to increase public awareness on trade issues in Caribbean countries.  Trade Reference Centres have been established in Antigua and Barbuda, Barbados, The Bahamas, Dominica, Grenada, Guyana, St. Lucia, St. Kitts and Nevis, St. Vincent and the Grenadines, Suriname and Trinidad and Tobago. Funding: CIDA. 

  • Development of a Trade and Gender Website. Funding: CIDA

  • Development of a Trade Database for the Caribbean. Funding: CIDA.

  • Development of a website on investment facilitation in OECS countries. Funding: CIDA.
