Electronic Government Promotion of HorizontalCooperation
Taking advantage of successful solutions and progress made by some of the region's more developed countries enables many others to save resources and shorten implementation times.
In addition, the increasing interdependence between countries makes a fluid dialogue on electronic government necessary among those responsible so as to address regional issues like data base and application inter-operability, as well as some legal aspects.
The Network of e-Government Leaders of Latin America and the Caribbean ( RED GEALC ) has become an important tool to promote horizontal cooperation. Originally created by the Institute for Connectivity in the Americas ( ICA/IDRC ) Red GEALC also has the support of the Interamerican Development Bank ( IDB ) and it has more than 60 members from 32 of the region's countries. RED GEALC has mechanisms that combine personal meetings and working over the internet that promote regional cooperation.
In addition, with the support of the Institute for Connectivity in the Americas ( ICA/IDRC ) and the Canadian International Development Agency ( CIDA ), SEDI has organized the Best Practice forum of the Americas , which has focused most of its activities on electronic government. This virtual forum has enabled representatives of almost all the countries in Latin America and the Caribbean to get in touch with the leaders of the most successful electronic government initiatives in the region. To date the following have been organized:
Best Practice Forums of the Americas in:
Electronic Government: experiences of Chile , Canada and Brasil
Governmental procurement: experiences of Chile , Mexico and Costa Rica
Incorporation of New Technologies in the Electoral Process: experiences of Paraguay , Colombia and Panama
