Mandates

The OAS seeks to contribute to the ideals of democratic governance and the development of people through the promotion of civil identity in its member states. For this reason, the General Secretariat of the OAS signed a Memorandum of Understanding with the Inter-American Development Bank (IDB) and UNICEF to work jointly to promote civil registration in the Americas and achieve an efficient registration system.

In compliance with the political mandate stipulated by AG /RES/2286 (XXXVII-0-07) Inter-American Program for Civil Registration and the Right to Identity, PUICA seeks to generate effective mechanisms to encourage popular demand in the hemisphere for the right to an identity.
