Identity, Registration and Participation Project
The OAS, in accordance with its mandates, looks for ways to contribute to democratic Governance and the development of people by promoting civil identification in its member states. The expected outcomes of this program include: 1) the creation of tools to improve civil registration applications (i.e. regional case studies, criteria, an a handbook on ‘best practices'); 2) carrying out registration campaigns, strengthening oversight networks, strengthening citizen initiative, and monitoring networks and strengthened citizen motivation, operating in multicultural contexts; and 3) making available technological products to strengthen of civil registries.
The project approaches the lack of civil identity from a perspective of promotion of democratic governance and a focus of rights, while bearing in mind the existence of vulnerable populations. For that reason, the project will carry out pilot projects to address under-registration in relation to vulnerable populations, such as indigenous groups. The project also seeks to foment social and political consciousness on the importance of ensuring the right to an identity, and to increase PUICA's capacity to implement and promote technical assistance in the field of civil identity and civil registration systems.
Modernization of Haiti's National Identification System
The program for the development and modernization of the National System of Registration and Identification in Haiti was created following after the successes following the registration of over three million eligible voters for national elections of 2006. Along with the general objective of modernizing registration and identification systems, the project aims to eliminate under-registration of children completely within two years.

Registry Management Assistance Project
The program to strengthen the Honduran Civil Registry aims to reach three objectives to improve the internal control systems of the National Registry: the first is to computerize information in registry books; the second is to improve registration formats as a means of increasing security in the management of the Civil Registry; and the creation of an Integrated System of Registration Services.

Project to Modernize the Civil Registry in Paraguay
The Project for the Modernization of the Civil Registry in Paraguay (MOREVCIV) aims to modernize the administrative systems in the civil registry by using uniform technology, especially by computerizing existing and future vital statistics certificates in a computerized database. This modernization would result in strengthening information security, improving quality control, and in planning for contingencies in matters related to the civil registration.
